Management and Implementation of DRG Programs Reader
This reader contains regional and country-specific interviews of individuals, including U.S. Ambassadors and other diplomatic officials, who had responsibilities to manage the implementation of Democracy, Human Rights and Governance (DRG) programming in a given region, country, and/or electoral context. For purposes of this reader, DRG programming is defined as those initiatives funded by the USG to support good governance, human rights, election administration, political party development, civil society, rule of law, and political conflict management.
While describing these management experiences, topics covered include:
- programming design processes and the objectives to be achieved through this programming;
- role played by international, regional, and domestic implementation partners, and their respective staff and consultants;
- interactions with the host country government and other local actors;
- examples of mid-course corrections in response to threats and spoilers; and
- operating amidst political and, at times, armed conflicts.
The discussions reveal the challenges associated with diplomatic engagements involving the promotion of democratic values while maintaining respect for the sovereignty and independence of the host country. The excerpts are verbatim selections from oral history interviews in the ADST collection. The Topical Focus appearing at the beginning of the excerpts were prepared by ADST interns as part of this project to create a representative Management and Implementation of DRG Programs Reader.
