This is a collective memoir of yesteryear when the Cold War was still icy. The Reagan-Gorbachev Arms Control Breakthrough analyzes the limitation of intermediate-range nuclear force missiles from the vantage point of history, drawing primarily on the reflections of the INF Treaty negotiators in 1988, immediately following the treaty’s completion and ratification, but also providing today’s retrospective judgments. It is increasingly difficult to invoke the waning years of the Cold War, with its ever-present fear that Soviet tank armies would thrust toward the English Channel, bringing nuclear war in their wake. The book offers an astute balance between the assessments of senior negotiators; the “nuts and bolts” observations of those in the trenches; the twists that required the keenest of legal minds to untangle; and the political manipulations and maneuvers in the epic struggle that secured its ultimate ratification by the U.S. Senate. There was a touch of arrogance in the builders of the INF Treaty as they ventured into agreement with a disagreeable adversary. Historically, Moscow had never adhered to such an agreement; violations great and small with partners were the hallmark of arrangements with the Soviets. For the diplomats involved, the INF Treaty was a bright, shining, and potentially defining breakthrough in Cold War arms control with a hostile Moscow. The treaty’s unique elements achieved unprecedented negotiating objectives, weapons elimination, and verification, fulfilling hopes rather than fears.

The life story of John Kormann, an adventurous diplomat, soldier, and intelligence officer, offers an inside view of significant events of the twentieth century. Following engaging boyhood experiences, paratrooper training, and combat in Europe in World War II, Special agent Kormann goes behind the lines to apprehend Nazi war criminals and uncover a mass grave. As an Army Counter Intelligence Corps field office commander in Berlin 1945–47, he searches for Martin Bormann and “Axis Sally,” rescues a German scientist from the Soviet NKVD in a case that made headlines, and reveals Russian espionage and other kidnapping efforts. In 1950, as a new Foreign Service officer, Kormann is placed in charge of three counties in Bavaria in the final days of the American occupation of Germany. Later he is involved in the abortive Hungarian Revolution, international efforts to deal with the Russians, the U-2 spy plane affair, and the Berlin Wall. He was political officer at Embassy Manila at the onset of the Marcos regime; officer-in-charge at Embassy Benghazi, Libya, when it was attacked and burned during the 1967 Arab-Israeli War; deputy chief of mission at Embassy Cairo during the Kissinger Middle East “shuttle diplomacy”; and a member of Director of Central Intelligence George H. W. Bush’s staff. Throughout his diplomatic service, Kormann remained active as an Army Reserve colonel, an expert in special operations, counterinsurgency, civil affairs, and intelligence. He retired after 35 years in government service, joined a presidential campaign staff, and then resumed an active life of painting, writing, and veterans’ affairs.

In 2001 Helen Lyman began writing about the more humorous incidents she witnessed as the wife of an American diplomat. She observed the overseas life with a somewhat detached and wry view, through the prism of someone who never thought of herself as being born to the trappings of diplomatic life. Her book recounts incidents from South Korea, Ethiopia, Nigeria, South Africa, and Washington and stories about the famous—Nelson Mandela, Al and Tipper Gore, Hillary Clinton—and the not so famous, whom she loved, such as her first grade students in Nigeria. She wrote about her own peripatetic professional life, moving back and forth between the United States and abroad. From housewife to family counselor, to teacher, to computer trainer for the State Department, she records the human touches of each of those roles and in the process her own development. Just as she was looking forward to a rich retirement life, illness struck. Cancer came in 1987, with all its attendant exigencies, followed by seven years of remission and ending with cancer’s return. In those later years she wrote about her early life, her family, the loss of a child, and her dreams for herself and her country. The work is thus not a traditional memoir, but a rich journey. Near the end of her life, she turned to poetry and recorded her final thoughts in that way. Born in 1935 in San Francisco, California, to parents who had fled Nazi Germany, Helen Lyman graduated from the University of California at Berkeley with a degree in Social Welfare. After marriage to Princeton Lyman, she worked as a bank teller in Boston, Massachusetts, while her husband attended graduate school. She acquired a master’s degree in counseling from Bowie State College and worked as a family counselor for seven years in Washington, D.C. Posted overseas with her husband, she worked as a first grade teacher in Ethiopia and Nigeria. In 1991, the State Department hired her as a computer trainer. Her work for the State Department took her to China, El Salvador, Turkey, South Korea, Israel, Swaziland, and Botswana, as well as South Africa, where her husband was ambassador. The Lymans have three daughters and eleven grandchildren. Helen Lyman began work on this memoir in 2001. She died from cancer in 2008.
